fix(file_store): rm lifetime from FileError 
The lifetime on the error needed to be the same as the input magic bytes
which was annoying.

[chain_redesign] Remove old structures 
Other changes:

* The `async-https` feature of `bdk_esplora` is no longer default.
* Rename `ObservedAs` to `ChainPosition`.
* Set temporary MSRV to 1.60.0 to compile all workspace members will all
  features.

[persist_redesign] Introduce redesigned persist types 
This is a more generic version of `keychain::persist::*` structures.

Additional changes:

* The `Append` trait has a new method `is_empty`.
* Introduce `Store` structure for `bdk_file_store`.
