Better no-std support

- Use `default-features = false` for `miniscript`,`bitcoin`,and `bdk_chain`
- Introduce `bdk_chain/std` feature
- Add GitHub workflow `check-no-std` (not yet completly working)
- Update GitHub workflow `check-wasm` to disable default `std` features
